As you know, the membership of a group or organization can't be asked to look at a motion twice in the same meeting. If it weren't for this rule, imagine how members could make a meeting seem like a merry-go-round, constantly proposing and reproposing a motion over and over again in the very same meeting. That's why restrictions have been placed on the process of renewing motions, and why safeguards have been built in to prevent members from trying to use dilatory (delaying) tactics and improper motions.
