Who Can Vote

Each member is entitled to one vote. This vote can't be taken away until the member has voluntarily left the group, has been dropped from it, or is under a disciplinary suspension. While Robert's Rules maintain that members who are in arrears with their dues still have voting rights, some groups have found it necessary to prohibit such members from voting. As always, check your group's bylaws for more information.

Group officers have the same voting rights as members do. Since the chair should always maintain an impartial presence, he or she might choose to vote only in certain circumstances. These would include when there is a secret ballot or when it will affect the outcome of an election, such as by breaking a tie so that a motion can pass, creating a tie that will defeat a motion, or being the deciding ballot in a two-thirds vote.
