Someone wants to bring back that motion that the membership didn't deal with at the time it was originally proposed. Perhaps it wasn't an opportune time. The content of the motion might have been controversial and a member made a motion to push it forward to this meeting. Or maybe there was bad weather that night and people started leaving, and suddenly there was no quorum. For whatever reason, it's time to act on the motion.
