There is an old saying: If you fail to plan, you plan to fail. What seems to occur in many organizations is that they realize that they need better project management, but then will immediately tell the new project manager that they do not have time to plan. A project is supposed to be a unique endeavor that represents a change to an organization; a plan becomes the road map of how to get there. Without a good project plan, the project becomes lost.
