Preheat oven to 350°F. Spray a cookie sheet with nonstick cooking spray and set aside. In a medium bowl, sift together the flour, sugar, baking powder, and salt. Stir in the cornmeal.
Using a pastry blender or two knives, cut in the oil until the mixture resembles coarse meal. In a separate bowl, whisk together the egg and milk until blended and stir into the cornmeal mixture, mixing until blended.
Insert a wooden skewer into the end of each hot dog. Working in batches, coat the hot dogs evenly with the batter and arrange on prepared cookie sheet.
Bake for 15 to 25 minutes or until batter is lightly browned. Serve immediately with ketchup and mustard.
