After the successful negotiation of a test ban treaty, Kennedy pushed ahead with his next agenda. Creating a strong space program that would land a man on the moon, reevaluating U.S. involvement in Vietnam, and his last push toward the passage of his civil rights legislation were his primary administrative concerns during the fall of 1963. More than ever, though, he increasingly felt the pressure to begin campaigning for reelection. This concern took him to Dallas, Texas.
