The Query Letter
A query letter is used to introduce you and your work to a publisher or an agent. Pay close attention to each publisher's requirements (as outlined in the writer's guidelines from that publisher) to determine whether the publisher wants a complete manuscript, an outline with sample chapters, or only a query letter outlining your proposed manuscript. Any of these are submitted to gauge the publisher's interest in your project; you'll be asked to submit more if the publisher wants to consider your book for publication or if an agent is willing to represent your work.
Publisher Query Letter
When a publisher doesn't publish specific submission guidelines, it's acceptable to send a query letter to inquire as to what the publisher prefers — the complete manuscript or a synopsis and sample chapters.

Dear Ms. Worth:
I have recently completed a mystery novel titled “Lurker@Heart.” It is a cyber-thriller that investigates the recent popularity of online chat rooms and the potential problems that can arise from visiting them.
I can provide you either with the complete manuscript or with a synopsis and sample chapters, whichever you prefer.
Enclosed please find a SASE for your reply.
Thank you,
Agent Query Letter
Some publishers will not accept submissions from unrepresented authors, so you may need to find an agent first.
