Outlining a grant proposal is the easiest thing you have to do. Simply follow the outline provided in the RFP or guidelines exactly.

Every Roman numeral in the RFP should have a corresponding Roman numeral in your outline. The same is true for all alpha characters and numbers. You also may want to include the point value for each question or some of your notes to the outline. You can delete them later.
