The collapse of British strategy in 1777 had decisive consequences. The capture of a British army at Saratoga and the military and political futility of Howe's operations in Pennsylvania combined to convince foreign and domestic observers that the United States would win the war. An alliance with France would convert the American War of Independence into a global struggle. In America, new political institutions would be created on the national and state level. A nation was slowly taking shape.
