A Call for Regime Change in Iraq
On September 12, 2002, President Bush addressed the United Nations and called for “regime change” in Iraq. Interestingly enough, the goal of regime change in Iraq was codified during the Clinton years with the passage of the Iraq Liberation Act in 1998, which stated that “it should be the policy of the United States to support efforts to remove the regime headed by Saddam Hussein from power in Iraq and to promote the emergence of a democratic government to replace that regime.” Critics of the policy claim that it is a violation of international law, stating that regime change is not a permissible just cause of war. On October 11, 2002, Congress passed the Joint Resolution to Authorize the Use of United States Armed Forces Against Iraq.
