The U.S. Senate is a unique institution in American government. Unlike the lower chamber, the Senate was born neither of popular sovereignty nor majority principles. In fact, it was conceived for quite the opposite purpose. The framers wanted one chamber of the legislature to remain insulated from the popular passions of the day, so that members could deliberate and debate the great issues without fear of reprisals from voters.
