Although it's nowhere to be found in the Constitution, the federal bureaucracy is sometimes referred to as the fourth branch of government. Since its inception, the bureaucracy has been a frequent source of presidential frustration. Every chief executive has tried to bring the bureaucracy under his control, but few have succeeded.
